1969 Chevelle 396 vehicles were not a seperate model but an " optioned-up" Chevelle and certifying these vehicles cannot be done without the original point-of-sale documentation for the vehicle. The exception being Chevelles produced in Canada which required the manufacturer to retain "birth records" of those vehicles.
However, his vehicle was produced in Chevrolet's Kansas plant, s determined by the Fisher body plate located under the hood. This vehicle appears to have elements, sed by documentators, o indicate that it is an original 396 SS Chevelle but there is no way to certify the vehicle so it is being sold as a Tribute Vehicle. The vehicle has a replacement engine block (no codes on the ID "plate") and the engine has been heavily modified. Also the wheels, hile being period correct, re not the original factory wheels.
This negatively affects the value from $12,500 to $25,000, epending on the classification and the quality of the vehicle.
A certifiable vehicle, n this condition, lassified by Hagerty's would be a #3 car.

Negative observations:
This vehicle has had body work as evidenced by observation of cut lines and panel fitment. Cut lines are straight but some body panels have slight "waviness" which indicates evidence of filler. Panel fit gaps are moderately variable and passenger door closure is hard.
Engine has been modified and fitted with a moderately aggressive cam. (Extent of engine modifications are not known, ut from casual observation and driving the vehicle engine mods appears to be "significant".)
Vehicle suspension has been modified and its "stance" is somewhat "tail high"
Vehicle has Crager chrome plated steel alloy wheels. While period correct these are not factory wheels.
Paint work has some chipping (around door openings) and a few scratches.
Chrome is in good condition with some light scratches but no pitting. Glass is good but windshield has a wiper arc-scratch on passenger side.
Tires are in fair condition.
Exhaust is not stock and is quite loud.
Positive observations:
The vehicle presents very nice, ooks and sounds aggressive and has a good interior, hough interior would benefit from cleaning. This vehicle has some "after-market" interior parts but this is consistent with its exterior "boy racer" identity.
Engine has been heavily modified with agressive camshaft, xhaust headers, delbrock aluminum intake manifold and Edelbrock 4 bbl carburetor.
On starting, he vehicle has a fast idle, s required by the aggressive profile of the cam. Vehicle has an automatic transmission. Care is required on a fast lift off to keep the tires hooked-up and vehicle tracking as it wants "swap ends" due to the torque thrust from the rear tires. This vehicle requires a competent driver as it is very powerful and currently has "street tires" which have insufficent traction for the power of the engine.
Chrome is good all around, ith light scratches, nd shows no sign of pitting.
Exhaust is free flowing and sounds appropriate for the agressive stance of the vehicle.
Summary:
This vehicle would do well at local car shows and is very "attention getting". It is perfect for "cruise-ins" and should strike terror into the hearts of the 69 mustang owners. With a good pair of "street-slicks" it would hard to beat between red lights. However if more aggressive tires are added you may want to "beef-up" the drive shaft to accomodate the increased torque transfer
